“Cooperation is the thorough conviction that nobody can get there unless everybody gets there.”
Gavà has the “Pla Director de Cooperació Internacional” (2016-19), which aims to become the instrument to improve the municipal cooperation policy, prioritizing objectives and actions, and serve as a tool to promote the networking between the municipal cooperation agents.
According to the Plan, the model of the municipal policy of cooperation that the agents of the cooperation of Gavà want to promote seeks to guarantee the rights to empower the most disadvantaged people and raise awareness through actions of Education for Development, Human Rights and Culture of Peace, with the aim of involving the citizens of Gavà for being an agent of change.
The “Pla Director de Cooperació Internacional” (2016-2019) of Gavà, in accordance with the Human Rights Based Approach (HRBA), is committed to the empowerment of the subject of cooperation, and its transversal framework is the equity of gender, human rights, sustainability of development, and the culture of peace.
- Promote equity between women and men through the gender perspective
One of the values of this Master Plan refers to the defense and promotion of the most disadvantaged people or groups or those who suffer from political or economic discrimination due to sex, race or ethnicity, culture or religion. Law 4/2005 of February 18 for Equality of Women and Men understands gender mainstreaming as “the systematic consideration of the different situations, conditions, aspirations and needs of women and men, incorporating specific goals and actions aimed at eliminating inequalities and promoting equality in all policies and actions, at all levels and at all stages of planning, execution, and evaluation. ”
- Promote full respect for human rights
The Human Rights Based Approach (HRBA) is based on the universality, indivisibility and interdependence of human rights (civil, political, economic, social, cultural, and environmental rights). This approach assumes that the human right represents a right in itself and that the Universal Declaration of Human Rights (1948) grants a regulatory rank to all efforts to promote it.
- Promote the sustainability of development in its threefold dimension: social (which includes cultural and political), economic and environmental
Sustainable development was defined by the World Commission on the Environment and Development of the United Nations as “that development that meets the needs of the present generations without compromising the ability of future generations to meet their own needs.”
It should be noted the declarations and pacts that are the reference framework of the policy of cooperation for development, peace and local human rights, that come from the European Charter for the Safeguarding of Human Rights in the city, Agenda 21, of the Constitution Statutes of the “Xarxa de Pobles i Ciutats pels Drets Humans”.
It is worth mentioning the European Charter for the Safeguarding of Human Rights in the City, subscribed by the city council of Gavà in 2004. Since 2013, Gavà has also participated in the “Ciutats Defensores del Drets Humans” program. Gavà is also part of the Mayors for Peace network.
Gavà is a city of solidarity. For years, it is a city committed to human rights and peace, which cooperates in initiatives aimed at improving the conditions of the developing countries, which make Gavà an active and committed city with the values of human development and human rights.
These actions call for the relevant role currently played by local administrations in the promotion of decentralized cooperation in the North and in local development in the South.
In this way, the City Council of Gavà promotes the international solidarity of the city.
